He has Management studies from universities in US, Canada, Puerto Rico, Chile and Aruba. Furthermore, he has Economics Studies, Management Administration, Radio Announcer and professional musician. He was appointed deputy at the Congress in 1983, president of several commissions as those against Illegal Drug Trafficking, Culture and Science and Technology. He was also General Secretary of the Congress in 1999 and National Legislative Commission Secretary from 1999 to 2000.
