Lawyer graduated from Andrés Bello Catholic University in 1992. He completed a Master’s in Political and Social Philosophy from Boston College in US in 1994, another one in Public Policies and Latin-American Studies from Oxford University in 1996. Borges is also member of the political movement “Justice First” (Primero Justicia) as well as a teacher of Honour Professor at Andrés Bello Catholic University.
Borges is leader of the political movement Primero Justicia and on May 27th he announced - in front of a crowd of enthusiastic people- the construction of a true political leadership in the coming presidential elections in 2006 and that from that moment on he would set out on a journey in Venezuela in order to share his visions of a nation leading towards popular progress with the population.
“I want to be your president because I want to work hard to build a more united, more just and full of opportunities for all Venezuela. I want to fight for our people with passion so everybody can have job opportunities. This is because I know that a job is not only related to money; a job is the chance that every man and woman has to dream; a job is the best chance that someone has to choose a way to build their future and of their families. Only with a job, one can daydream and with the feet on the ground”

Deputy Borges was nominally elected (MPJ, EMIRANDA, CONSTRUCTORES, TM) by Constituency Nº 3 of Miranda State with 57,119 votes that represent the 26.80% of the overall votes counted in such constituency.
